The Rise of the Procurist

If you only attend one construction procurement series this year, this is the one to choose. This training will elevate your purchasing competence and confidence. Whether you are new to construction procurement or it has been a while since your last project, you will get the foundation you need to succeed. This training is presented virtually in four parts (2 hours each) providing 8 hours of CLE credit. Once purchased, the recordings and materials will be sent to you to watch at your convenience.

The Foundation
In this session we will cover pre-bond planning, political advertising, architect requirements and engineer requirements, how to navigate the legal framework for construction procurement under the Texas Education Code, the Occupations Code and the Texas Government Code, the “emergency exception,” delegation of authority by the board of trustees, how to pick a delivery method for your project, the fundamental features of each delivery method, contractor selection strategies, and hiring the architect.

The Nitty Gritty Details
In this session we will cover selection criteria to use in hiring a contractor, useful strategies to adopt and pitfalls to avoid in choosing selection criteria, hiring the architect part II, the things that are frequently forgotten, including the prevailing wage rate, design certification requirements, educational programming and educational specifications requirements, building codes and code consultant requirements, payment and performance bonds, advertising, and your contract documents.

Ready for Take Off-Part 1
In this session we put the Foundation together with the Nitty Gritty Details and take you step by step through the legal requirements for procuring a Design Build Firm, the use and limitations of the Competitive Bid, and hiring a General Contractor or multiple contractors using the Competitive Sealed Proposal method of delivery. We will compare and contrast Competitive Bidding and Competitive Sealed Proposals and begin a comparison of General Contracting and Construction Management at Risk. For each method we will discuss the unique problems that arise with each method and techniques that will give you the best chance to avoid those problems to keep your project on track.

Ready for Take Off-Part 2
In this session we put the Foundation together with the Nitty Gritty Details and take you step by step through the legal requirements for procuring a Construction Manager at Risk and a Construction Manager – Agent. Here we will compare and contrast these two types of Construction Managers and engage in an in-depth discussion of the similarities and significant differences between the two. We will also highlight the substantial differences between general contractors and construction managers at risk. In addition, we will discuss job-order contracting and its unique characteristics. For each method of delivery, we will discuss the unique problems that can arise with each method and you will learn techniques that will give you the best chance of keeping your project on the road to success.
